OVERVIEW AND SUBSTANCE OF THE TOUR:

This year, the Council is sponsoring an Executive Tour to El Paso, TX from Sunday, March 22nd – Wednesday, March 25th. The formal program will begin first thing on Monday morning, so attendees will need to arrive by Sunday evening. While the tour program will conclude after dinner on Tuesday, March 24th, attendees will stay the night and can leave at any point on Wednesday, March 25th.

The focus of this trip is on border security and law enforcement information sharing and coordination. Planning is in progress and the program will include a combination of facility visits, tours, briefings, and roundtable discussions with various federal officials. The tentative schedule is likely to include:

Monday, March 23rd:

-Briefing and discussion with DoD's Joint Task Force North (JTFN)

-Working lunch with the Fort Bliss Combat Aviation Brigade and representatives from CBP and other law enforcement agencies

-Briefing, tour, and discussion at the El Paso Intelligence Center

-Dinner meeting with JTFN and other representatives

Tuesday, March 24th:

-Visit to the Border Patrol Sector and either a driving or aerial tour of the land border

-Briefing and tour of the El Paso Port of Entry

-Law enforcement panel briefing and discussions with representatives from FBI, DEA, ICE HSI, and others from the New Mexico / West Texas Alliance to Combat Transnational Threats, etc.

-Dinner meeting with representatives from the Mexican Consulate or Mexican government

During these visits, we expect our members to gain a better understanding of the technology, infrastructure, and manpower needs of the region and the unique challenges involved with countering criminal and terror threats at the land border. This visit would allow us to hear what makes their operations unique, what is working well and where they still have challenges. We hope to learn more about the capabilities that are critical to achieving their mission and their strategic vision for the future.

BACKGROUND / VALUE OF THE EXECUTIVE TOURS:

For the past four years, the Council has sponsored a series of executive tours to different locations around the country, including the Los Angeles Region, Southwest Border (Arizona and California), South Florida (Key West and Miami), the Northern Border (Detroit and Windsor, Canada), and New York City. These trips have typically lasted between 1-3 days and included a series of unclassified briefings, high-level roundtable discussions, technology demonstrations, and facility tours for a collective group of industry executives. These in-person visits allow industry to learn more about the successes, challenges, needs, and day to day experience of the ‘on-ground’ officials. They serve as an opportunity to see and understand the working environment and complexities associated with homeland security operations in different geographic regions. This experience gives them a greater understanding of the mission and the needs, which aids in business planning and investment decisions, and ultimately allows companies to prepare better proposals and to provide more effective and efficient product, service, and technology solutions to the homeland security enterprise. Members who have attended past trips have told us that these tours also provide a unique opportunity to network with their peers and to learn more about companies that they would consider partnering with for future teaming agreements.
